Appropriates funds from Hawaii's general revenues for fiscal year 2015-2016 to the Hawaii Housing Finance and Development Corporation for construction of micro apartment housing units.

Defines "micro apartment housing unit" as a dwelling with 220-320 square feet of floor area for up to two occupants, with minimum and maximum area increasing by 100 square feet for each additional occupant.

Requires micro apartments to contain a separate closet, kitchen sink, cooking appliance, refrigeration facilities, and a separate bathroom with toilet, sink, and bathtub or shower.

Addresses the legislature's finding that Hawaii needs approximately 50,000 new housing units by 2016 to meet demand from low- and moderate-income households according to the 2011 Hawaii Housing Planning Study.

Effective date set for July 1, 2050.
