Authorizes the Hawaii public housing authority to sell, donate, or dispose of property abandoned, seized, or remaining after eviction in federal, elder/elderly, and state low-income housing projects.

Requires certified mail notice at least 5 days prior to disposition for property valued at $500 or more per item, with public notice at least 10 days before disposition in local publications.

Mandates public auction sale of abandoned or seized property valued at $500 or more per item; property under $500 may be disposed of at the authority's discretion.

Allows property owners to reclaim items before disposition by proving entitlement and paying all unpaid rent, debts, charges, fines, storage ($25/day minimum), appraisal, and advertising expenses.

Directs sale proceeds to first offset unpaid rent and authority expenses, then held in trust for the former owner for 6 months; unclaimed balances become government funds.
