Establishes theft of any computer containing or having access to personal information as a second-degree felony in Hawaii.

Defines "computer" and "personal information" by reference to existing Hawaii statutes (sections 708-890 and 487D-1 respectively).

Addresses the high prevalence of property crimes in Hawaii (93% of reported crimes in 2012) and the low closure rate (14%) for such crimes.

Recognizes that theft of personal electronic devices can facilitate identity theft and other crimes using victims' stored personal data including names, addresses, financial information, and passwords.

Takes effect on July 1, 2112.
