Amends Hawaii Revised Statutes Section 263-10 to create an exception to the prohibition on hunting from aircraft for state employees and independent contractors acting in official capacity.

State employees and independent contractors may intentionally kill or attempt to kill wildlife while in flight in, across, or above Hawaii when performing official state duties.

Exception is limited to remote and inaccessible areas where access to wildlife may pose a hazard to human life.

Maintains existing misdemeanor penalty of up to $1,000 fine or one year imprisonment for unauthorized hunting from aircraft by aeronauts or passengers.
