Exempts federal veterans' disability benefits awarded for service-connected disabilities under 38 U.S.C. Chapter 11 from creditor claims and attachment, levy, or seizure under any legal or equitable process.

Prohibits service-connected disability benefits from being awarded to any person other than the veteran recipient.

Creates an exception for portions of disability benefits subject to child and spousal support enforcement under 42 U.S.C. § 659(h)(1)(A)(ii)(V).

Encourages courts to follow federal disability compensation apportionment policy before imposing scheduled support payments for disability benefits subject to child and spousal support enforcement.

Effective January 7, 2059.
