Amends Section 201-8.5 of Hawaii Revised Statutes to require all new outdoor lighting fixtures emitting more than 3,000 lumens installed by state agencies to be energy efficient, fully shielded, and have a correlated color temperature of 4,000 Kelvin or less.

Defines energy efficient lighting as fixtures using less than 70 percent of the electricity of a non-adaptive low-pressure sodium fixture producing the same lumens.

Prohibits sale or installation of new mercury vapor lamps after July 1, 2014, and new low-pressure sodium lamps after July 1, 2017.

Requires that at least 5 percent of state-managed roadway and highway lighting fixtures be retrofitted annually with energy efficient fully shielded fixtures beginning July 1, 2015.

Appropriates funds to the Department of Transportation for fiscal years 2015-2016 and 2016-2017 to retrofit state-managed roadway and highway lighting fixtures, effective July 1, 2015.
