Amends Hawaii Revised Statutes Section 84-13 (Fair Treatment Law) to clarify that legislators are not prohibited from introducing bills and resolutions or taking action in the exercise of their legislative functions.

Separates limitations on task force members from those on legislators by creating a new subsection (c) that specifically addresses task force members' conduct and disclosure requirements.

Requires legislators to file full and complete public disclosure of any interest or transaction that may be affected by their legislative action.

Requires task force members and their designees or representatives to file full and complete public disclosure of any interest or transaction that may be affected by task force member's official action.

Takes effect July 1, 2030.
