• Clarifies that the Executive Office on Early Learning (not the Department of Education) has authority over early childhood education programs from birth until kindergarten entry.

• Adds new section to Chapter 302L allowing the Executive Office on Early Learning to use and expend federal funds for early childhood education purposes.

• Defines "early childhood education" in both Chapter 302A and Chapter 302L as a developmentally appropriate program for children from birth until kindergarten entry, replacing the broader definition of "early education" that previously covered birth to age eight.

• Repeals Section 302A-1401(b) which required the Department of Education to organize and conduct a public early education program using federal funds distributed by school district.

• Amends Section 302A-1128 to reference "early childhood education" in describing types of schools the Department of Education may establish, and effective July 1, 2015.
