Appropriates general revenue funds to the Hawaii Association of Conservation Districts for staffing and operating costs for fiscal years 2015-2016 and 2016-2017 (specific amount not filled in).

Addresses funding gap created by state Department of Health ending oil pollution funding on December 31, 2013, and transitioning to limited federal Clean Water Act funding restricted to priority watershed areas.

Recognizes conservation districts' critical roles including reviewing county grading permits, developing conservation plans, protecting water quality, controlling invasive species, and educating farmers on environmental stewardship and U.S. agricultural laws.

Takes effect July 1, 2030.
