Creates an exemption from Hawaii Department of Land and Natural Resources (DLNR) historic preservation review for proposed projects on privately-owned single-family detached dwelling units and townhouses that are not listed, nominated, or located in historic districts.

Exemption applies only to properties over 50 years old that are NOT: (1) listed on the Hawaii or national register of historic places, (2) nominated for inclusion on those registers, or (3) located in a historic district.

Defines "dwelling unit," "single-family detached dwelling unit," and "townhouse" for purposes of determining which residential properties qualify for the exemption.

Amends section 6E-42 of Hawaii Revised Statutes to reference the new exemption in the historic preservation review process.

Effective date: July 1, 2015.
