Allows the university laboratory school to conform its student enrollment profile to standards prescribed by the University of Hawaii college of education to meet research requirements, exempting it from general charter school non-discrimination and open enrollment requirements.

Requires the state public charter school commission to submit annual reports from 2016-2020 reviewing the university laboratory school's actual admissions data against its stated policy, including enrollment goals, actual numbers, variances, and corrective actions.

Directs the university laboratory school to conduct a study by the 2016 legislative session examining whether it should become a private school instead of a public charter school and whether an exemption from charter school statutes is necessary.

Maintains existing non-discrimination requirements for other public charter schools prohibiting discrimination based on race, color, ethnicity, national origin, religion, gender, sexual orientation, income level, disability, English proficiency, or academic ability.

Takes effect July 1, 2015, and automatically repeals July 1, 2020, unless extended by the legislature.
