Department of Public Safety must construct a multi-story correctional facility at Halawa Correctional Facility to replace the existing Oahu Community Correctional Center.

New facility must house at least 1,500 inmates and accommodate all inmates and services currently at Oahu Community Correctional Center.

Facility shall be a secure, minimum- to medium-security community correctional facility designed for intensive rehabilitation programs addressing chemical dependency, substance abuse, and mental health issues.

Director of Finance is authorized to issue general obligation bonds for planning, design, and construction costs (amount left blank in bill); appropriation is for fiscal year 2015-2016.

Department of Public Safety may enter into public-private partnerships for planning, design, and construction; must hold community partnering meetings to receive input on location, size, and programming.
