Creates a K-12 agriculture workforce development pipeline initiative within the Department of Labor and Industrial Relations to conduct training sessions on all islands for teachers and school administrators on agricultural self-sufficiency.

Establishes a coordinator position appointed by the DLIR director to develop and propose incentives including scholarships, travel offsets, course credits, and stipends, with authority to hire a workforce development specialist.

Requires the Hawaii agriculture workforce advisory board to approve course material for training sessions.

Mandates annual legislative reports on the initiative's activities.

Appropriates an unspecified amount from general revenues for fiscal years 2015-2016 and 2016-2017 to fund the initiative, including two full-time positions.
