Amends Section 386-25 of Hawaii Revised Statutes to add penalty language for vocational rehabilitation providers who fail to submit complete initial evaluation reports within the prescribed 45-day timeframe.

Requires providers to submit initial evaluation reports containing assessments of the employee's medical status, disabilities, physical/psychological limitations, job analysis, vocational handicaps, and feasibility of rehabilitation services.

Subjects providers who fail to file complete reports within the time limit to penalties under Section 386-97.5 of Hawaii Revised Statutes.

Does not affect rights, duties, penalties, or proceedings that existed before the effective date.

Effective date: July 1, 2050.
