Exempts process servers from criminal trespass prosecution when entering property to serve legal process, unless the property is secured with a fence and locked gate.

Requires independent civil process servers to provide a current State of Hawaii general excise tax license to be placed on the official server list maintained by the director.

Extends Act 116, Session Laws of Hawaii 2013 (relating to persons authorized to serve civil process) from June 30, 2015 to June 30, 2020.

Defines "process server" as any person authorized under Hawaii civil procedure rules, district court rules, family court rules, or Hawaii Revised Statutes section 353C-10 to serve process.

Effective date is June 29, 2015.
