Establishes Hawaii's biosecurity program as a department-wide function of the Department of Agriculture rather than a single branch responsibility.

Authorizes the Department of Agriculture to establish or participate in private-public partnerships to enhance biosecurity and quarantine inspection, provided that actual inspections are performed only by department employees.

Requires the department to implement pre-entry inspections, port-of-entry facilities, post-entry pest control measures, and public education programs to prevent invasive species from entering and spreading throughout the State.

Appropriates unspecified general revenue funds for fiscal years 2015-2016 and 2016-2017 for projects including an electronic manifest system, import replacement of high-risk crops, pesticide research, quarantine treatments, pest diagnostics, and inspection capacity improvements.

Takes effect on July 1, 2050.
