Allows active-duty reservists and national guard members to file nomination papers by registered or certified mail with return receipt requested, rather than in person.

Permits these military members to take and file their candidate oaths by registered or certified mail with return receipt requested instead of appearing before a notary public or officer.

Amends Hawaii Revised Statutes sections 12-3, 12-6, and 12-7 to add provisions allowing mail-based filing for reserve and national guard members called to active service.

Recognizes the service of military personnel from Schofield Barracks' 25th Infantry Division and Hawaii national guard members who have been deployed to Iraq and Afghanistan since 2001.

Takes effect upon approval, except section 3 (filing fee provisions) becomes effective July 1, 2015.
