Authorizes the Enhanced 911 Board to hire an executive director exempt from Hawaii civil service chapters 76 and 89, and to employ other staff members.

Allows the board to retain the executive director and staff at the pleasure of the board without standard civil service protections.

Permits the board to continue retaining independent consultants and third-party accounting firms for technical and administrative support.

Maintains existing conflict-of-interest provisions prohibiting hired employees, consultants, or firms from having financial interests in entities regulated by the board.

Takes effect on July 1, 2015.
