Authorizes the procurement policy board to adopt administrative rules addressing situations where fewer than three qualified persons submit proposals for professional services under Hawaii Revised Statutes section 103D-304.

Allows the selection committee to rank all qualified persons (even if fewer than three) based on selection criteria when fewer than three qualified submittals are received.

Empowers the chief procurement officer to proceed with procurement in accordance with rules adopted by the procurement policy board when facing a shortage of qualified applicants.

Requires the contract file to contain a copy of the summary of qualifications for ranked persons provided to the head of the purchasing agency.

Takes effect upon approval.
