Appropriates $3,511,336.59 from general revenues to the Department of the Attorney General for judgments, settlements, and claims against the State for fiscal year 2014-2015, covering 11 departments and entities including Education ($830,500), Human Services ($948,063.79), and Public Safety ($1,231,089.05).

Appropriates $994,804.56 from the state highway fund to the Department of Transportation, Highways Division for settlements including Miles v. State of Hawaii ($900,000) and other transportation-related claims.

Appropriates $93,734.77 from the harbor special fund to the Department of Transportation, Harbors Division for the Barnard v. State of Hawaii settlement.

Requires departments to obtain Attorney General approval before making any claim payments and limits interest payments to the period from judgment date through 30 days after the Act's effective date.

Unexpended balances lapse on June 30, 2016, and the Act takes effect upon approval.
