Requires the Office of Planning to review the Hawaii State Planning Act (chapter 226, HRS) and recommend updates to address current state needs, as the last comprehensive review occurred in 1983-1985.

Office of Planning must analyze conflicts between state and county plans, review major state and county proposals, examine existing policies and operations, review capital improvement projects, and identify emerging issues and opportunities.

Office of Planning shall solicit and review public proposals for amendments to the Hawaii State Planning Act in accordance with section 226-54, HRS.

Office of Planning must submit a written report to the legislature with findings, recommendations, and proposed legislation no later than thirty days before the 2017 regular legislative session convenes.

Appropriates unspecified general revenue funds for fiscal years 2015-2016 and 2016-2017 to support the review and update efforts, effective July 1, 2015.
