Impose a moratorium on benefit enhancements for the Hawaii Employer-Union Health Benefits Trust Fund (EUTF) for retired employees and dependents until the actuarial value of the separate trust fund for other post-employment benefits equals 100% of its actuarial accrued liability.

Allow benefit enhancements that do not increase or that decrease other post-employment benefits liability to continue during the moratorium period.

Amend the definition of "dependent-beneficiary" to change "unmarried child" to "child" to comply with the federal Patient Protection and Affordable Care Act.

Exclude from EUTF eligibility any child born more than 10 months after an employee's death, unless the child is the natural child of the deceased employee or retiree.

Effective July 1, 2015.
