Prohibits any person, business, or entity from changing or rerating health insurance rates approved by the commissioner during transfers, sales, or resales of managed care plan policies.

Establishes grounds for suspension, revocation, or denial of certificates of authority for mutual benefit societies, including operating in contravention of organizational documents, financial irresponsibility, failure to maintain minimum net worth, misrepresentation, and substantial non-compliance with insurance law.

Replaces terminology "drug abuse" with "substance use disorder" in Chapter 431M relating to mental health and alcohol and substance treatment insurance benefits.

Expands who can prescribe partial hospitalization services to include licensed marriage and family therapists, licensed mental health counselors, and advanced practice registered nurses in consultation with physicians or psychologists.

Amends the definition of "emergency services" to include severe pain as a factor in determining when symptoms are of sufficient severity to warrant emergency care.
