Extends the civil service exemption for workers hired to repair, maintain, and perform capital improvements on vacant housing units operated by the Hawaii Public Housing Authority from July 1, 2015 to June 30, 2017.

Repeals section 3 of Act 159 (Session Laws of Hawaii 2012), which previously required automatic termination or conversion to civil service status for employees hired under the exemption.

Amends Act 159, Act 30, and Act 181 to delay the July 1, 2015 repeal date of the exemption to July 1, 2017, ensuring the exemption remains in effect during the extended two-year period.

Maintains the existing limit that no more than 26% of the Hawaii Public Housing Authority's workforce in any housing project may be hired under the tenant hire program during the exemption period.
