Adds two new definitions to Hawaii law: "electronic smoking device" (any electronic product that aerosolizes and delivers nicotine or other substances, including e-cigarettes, e-cigars, and related components) and "tobacco product" (any product made from tobacco containing nicotine intended for human consumption, including electronic smoking devices, but excluding FDA-approved drugs and devices).

Expands the definition of "smoke" or "smoking" to include the use of electronic smoking devices, defining it as inhaling, exhaling, burning, or carrying any lighted or heated tobacco product or plant product intended for inhalation.

Prohibits the use of electronic smoking devices in all places where smoking is currently prohibited under existing Hawaii law.

Takes effect January 1, 2016.
