Establishes a civil monetary penalty special fund administered by the Department of Health to receive federal fines from the Centers for Medicare and Medicaid Services (CMS) imposed on health care facilities that fail to meet Medicare certification requirements during Department of Health inspections.

Limits fund usage to $30,000 per fiscal year for activities approved by CMS and prohibits fund moneys from being deposited into the general fund per federal law requirements.

Requires the Department of Health to submit annual reports to the legislature detailing fund deposits, expenditures, and sources of receipts and uses of funds no later than 20 days before each regular legislative session.

Appropriates $30,000 for fiscal year 2015-2016 and $15,000 for fiscal year 2016-2017 from the civil monetary penalty special fund to the Department of Health for CMS-approved purposes.

Exempts the civil monetary penalty special fund from the 5% central service assessment and pro rata administrative expense requirements applied to other state special funds.
