Amends Section 704-406 to clarify that when a defendant is committed to the director of health, county police departments must provide copies of all adjudicated police reports to both the director of health and the defendant, excluding expunged records, juvenile records, and NCIC data.

Requires police reports provided under Section 704-406 to have information segregated or sanitized to prevent identification of informants and investigatory sources.

Amends Section 704-411 to ensure that copies of court-ordered examination reports filed pursuant to Section 704-404 are attached to orders of commitment and conditional release for defendants acquitted on grounds of mental disease or defect.

Restricts re-disclosure of provided records except as permitted by law.

Creates consistency between statutes governing "unfit to proceed" and "acquit and commit" cases regarding delivery of court-ordered examination reports to the Hawaii State Hospital.
