Replaces the "running start program" with broader "dual credit programs" allowing high school students to earn both high school and college credits simultaneously through University of Hawaii courses.

Expands eligible student eligibility from grades 11-12 only to all high school grades, allowing college-ready ninth graders to participate in dual credit courses.

Replaces the standardized test requirement with multiple assessment methods approved by the college to determine college-readiness, including grades, GPA, teacher recommendations, and various assessments.

Specifies that University of Hawaii courses at the 100-level and above count toward high school graduation requirements and are transferable to other University of Hawaii institutions.

Removes the tuition and fee requirement for student participation and appropriates unspecified funds for two full-time equivalent positions at the Department of Education and one position at the University of Hawaii for fiscal years 2015-2016 and 2016-2017.
