Amends Hawaii Revised Statutes Section 104-22 to add confidentiality protections for complainants in wage and hour violation investigations on public works projects.

Requires the department to withhold complainant names from employers unless the complainant explicitly grants permission to release their identity.

Establishes penalties of $10,000 per project for initial interference or delay with department investigations, plus $1,000 per project per day for continued non-cooperation.

Defines interference or delay as failure to provide requested records, failure to allow employee interviews during working hours, or falsification of required records.

Takes effect on July 1, 2015.
