Increases the Aloha Tower development corporation board of directors from three to five voting members

Replaces the director of transportation as a board member with the chairperson of the board of land and natural resources or their designee

Adds two new appointed members: one appointed by the speaker of the house of representatives and one appointed by the president of the senate

Designates the deputy director of transportation, harbors division, as the permanent chairperson of the board instead of having the board elect a chairperson by majority vote

Eliminates the position of chief executive officer
