Establishes a University of Hawaii-West Oahu conference center revolving fund within the state treasury to collect fees, charges, and other moneys from the conference center program.

Authorizes the UH-West Oahu chancellor or designee to expend fund moneys for costs associated with conferences, seminars, and courses including honoraria, lodging, food, printing, airfare, per diem, leis, audiovisual equipment rental, and conference supplies.

Exempts expenditures from the revolving fund from compliance with chapter 103D (Hawaii's public procurement law).

Takes effect upon approval.
