Changes the University of Hawaii's college-credit equivalency program from discretionary to mandatory for awarding credits for college-level learning gained from work or other life experiences.

Requires the university to establish policies, procedures, and learning assessment criteria to determine whether work or life experience learning is commensurate with college-level learning.

Mandates the university prepare and make public a list of courses, credit amounts, minimum standards, and assessment criteria for credit awards including those for military service and work or life experiences.

Requires the University of Hawaii to submit reports to the legislature by 20 days before the 2016, 2017, and 2018 regular sessions detailing progress on policies, dissemination efforts, and data on students awarded credits under this program.

Takes effect July 1, 2525.
