Amends Hawaii Revised Statutes Section 304A-2101 to require that beginning July 1, 2015, at least 60 percent of University of Hawaii operating costs be financed through general funds.

Maintains existing requirement that general fund budget appropriations for the university be between three and five times the amount of regular tuition and related fee revenues.

Adds operating costs of the university as a factor that must be considered when formulating general fund budget appropriations for operating purposes.

Protects university funding by prohibiting the governor or director of finance from reducing budget requests or allotments based on tuition and fee revenues unless the university requests such reduction.
