Requests the State Auditor to review all state correctional facilities' leave policies and correctional officers' leave usage rates

Directs the Auditor to determine whether abuse of leave policies is causing operational disruptions, increasing state costs, or endangering safety of inmates, staff, and surrounding communities

Cites examples of alleged sick leave abuse including 82 of 212 officers calling in sick on New Year's Day 2013 at Oahu Community Correctional Center and substantial callouts on days with major sporting events

Notes Department of Public Safety overtime costs totaled over $36 million combined across fiscal years 2010-2014 due partly to staffing shortages from leave abuse

Requires the Auditor to submit a report with findings, recommendations, and proposed legislation to the Legislature no later than twenty days before the 2016 Regular Session convenes
