H.C.R. NO. 102 Summary

• Request Department of Education to organize and coordinate out-of-school programs for kindergarten through twelfth grade and identify funding opportunities for current and future programs.

• Direct Department of Education to work with Department of Health, Department of Human Services, University of Hawaii, and community-based organizations to identify existing out-of-school programs throughout the State.

• Require Department of Education to determine costs of out-of-school programs for middle and intermediate schools and costs of maintaining programs for K-12.

• Designate Department of Education out-of-school programs as "Hawaii 3 to 6 programs" and make all public school campuses eligible for funding, with priority given to high-poverty schools if funding is insufficient.

• Request Department of Education to identify funding sources including federal funds, grants, revenue-generating opportunities, user fees, and consider tobacco, cigarette, and alcohol tax increases as a dedicated funding stream.
