Requests the Department of the Attorney General to conduct an audit of the Department of Human Services, including its Med-QUEST Division and the KOLEA (Kuahale On-Line Eligibility Assistance) system.

Audit shall examine the KOLEA procurement process and whether the system met its intended objectives and results, and make recommendations to improve purchase, design, operation, and maintenance of large information technology systems.

KOLEA is a new electronic Medicaid eligibility system built with 90 percent federal funding that processed approximately 330,000 Medicaid renewals and applications in its first year of operation.

Department of Human Services authorized to pay up to $100,000 for the audit.

Attorney General requested to submit audit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2016 Regular Session convenes.
