Requests the Department of Human Services and Department of Health to exclude Social Security Act Title II disability benefits from income calculations when determining Medicaid eligibility if such benefits cause individuals to lose eligibility for state SSI supplements and Medicaid.

Addresses financial hardship caused by the current "medically needy" spend-down requirement of $469 per month, which is insufficient for living expenses in developmental disability domiciliary homes.

Urges the Department of Health to allow Medicaid adult day health services providers to bill in 15-minute increments instead of requiring full-day (6-hour) or half-day (3-hour) minimum billing periods.

Applies primarily to individuals receiving disability benefits based on blindness or disability that began before age 22, enabling them to maintain Medicaid eligibility without excessive income spend-down.
