• Urges DHS to adopt rules requiring rebasing of basic PPS rates using updated cost report data at least every two fiscal years instead of the current practice of using the same base year for up to eight fiscal years.

• Requests DHS to adopt rules allowing intermediate care facilities to reserve beds for up to 24 days per calendar year for residents absent due to hospitalization or other reasons, increasing from the current allowance of 12 days.

• Addresses concerns that current payment rates do not account for increases in resident care levels, employee wages and benefits, regulatory requirements, and operational costs that accumulate over eight-year rate periods.
