Requests the University of Hawaii Office of Internal Audit to conduct an audit of the University Clinical, Education and Research Associates (UCERA), a nonprofit faculty practice organization that supports the John A. Burns School of Medicine.

Directs the audit to examine operating practices at UCERA, which experienced a $6,900,000 deficit in 2009 that was absorbed by the University of Hawaii Board of Regents.

Requires the Office of Internal Audit to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the start of the 2016 Regular Session.

Directs certified copies of the resolution to be transmitted to the University of Hawaii Board of Regents, system president, internal audit director, JABSOM dean, and UCERA president.
