Requests the Legislative Reference Bureau to prepare a study examining teacher retention within the Department of Education, in consultation with the Department of Education and University of Hawaii at Manoa College of Education.

Requires the Department of Education to provide by July 31, 2015: cases and reports from the past ten years on factors encouraging or discouraging teacher retention, and data on average length of service by teacher origin (University of Hawaii graduates, other in-state programs, and out-of-state transfers).

Directs the Legislative Reference Bureau to analyze factors contributing to differing retention rates among different teacher groups and recommend administrative and legislative actions to incentivize continued employment and address teacher shortages.

Requires the Legislative Reference Bureau to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2016 Regular Session convenes.

Directs transmission of the resolution to the Director of the Legislative Reference Bureau, Chairperson of the Board of Education, Superintendent of Education, President of the University of Hawaii, and Dean of the University of Hawaii at Manoa College of Education.
