Requests the Department of Land and Natural Resources to provide recommendations on stopping the decline and replenishing limu and reef fish supply along the Ewa Coast of Oahu, from Pu'uloa to Barber's Point.

Identifies contributing factors to limu and reef fish decline including over-picking, over-fishing, improper harvesting, climate change, urban development, stream flow diversion, and invasive species.

Notes limu's cultural and economic significance to Native Hawaiians, including use in conflict resolution ceremonies, traditional medicine, and culinary applications.

Requires the Department to submit its report with recommendations and any proposed legislation to the Legislature no later than twenty days before the 2016 Regular Session convenes.

Directs transmission of the resolution to the Chairperson of the Board of Land and Natural Resources.
