Urges the Hawaii Department of Education to develop an ethnic studies curriculum for public school students in kindergarten through twelfth grade.

Requests the Department of Education to submit a report on its implementation plans for ethnic studies curriculum, including any proposed legislation, to the Legislature no later than twenty days prior to the 2016 Regular Session.

Identifies ethnic studies as an interdisciplinary approach that can increase academic achievement, test scores, student engagement, reading comprehension, and decrease dropout rates.

Emphasizes that ethnic studies can address gaps in current curriculum regarding accurate accounts of various ethnic groups' history and provide culturally relevant education for students who feel disconnected from school.

Requires certified copies of the resolution be transmitted to the Governor, Chairperson of the Board of Education, and Superintendent of Education.
