Requests the Auditor to conduct a financial audit of commissary operations at out-of-state correctional facilities contracted to house Hawaii inmates.

Audit shall determine total annual commissary revenues, annual operational expenditures, criteria for stocking items, pricing methods, and any contractual agreements with third parties operating commissaries.

Notes that Hawaii inmates at Saguaro Correctional Facility in Arizona are charged an extra 4% on commissary orders for restitution and pay over 9% in Arizona sales tax on purchases.

Requires the Auditor to submit findings, recommendations, and actions to the Legislature no later than 20 days before the start of the 2016 Regular Session.

Directs certified copies be transmitted to the Auditor and Director of Public Safety.
