Requests the Department of Land and Natural Resources to work with Royal Hawaiian Golf Club to locate, delineate, and develop a management plan for portions of Old Government Road within the golf course development.

Requires the department to determine the location and ownership status of all portions of Old Government Road and whether any access easement was granted to Royal Hawaiian Golf Club for the pedestrian trail to Maunawili Falls.

Directs the department to evaluate whether granting an access easement to the golf club would be in the State's best interests, with a condition of providing a parking lot for safer public access to Maunawili Falls.

Mandates the Department of Land and Natural Resources to submit findings and recommendations to the Legislature no later than twenty days prior to the 2016 Regular Session.
