Requests the Department of Health to review and analyze all current oral health initiatives in Hawaii, including the Centers for Disease Control (CDC) program, and prepare progress reports on each initiative

Requires the Department of Health to develop a comprehensive state oral health assessment including research on dental disease, clinical services, public education, workforce training, and analysis of gaps in dental health care access and social determinants

Directs the Department of Health to conduct a large public convening with national experts to disseminate findings and showcase cost-saving dental health models from other states

Requires an accounting of all public and private sector matching funds received through the CDC grant and other oral health funding sources

Mandates the Department of Health submit findings, recommendations for comprehensive oral health policy initiatives, and funding recommendations to the Legislature no later than 20 days before the 2016 Regular Session
