Urges the Department of Education to examine all possibilities enabling student athletic teams to run and train off campus, particularly for cross country and track teams requiring long-distance running.

Addresses current Department of Education guidelines that prohibit athletic team practices and activities off school property without permits, including running on streets, highways, beaches, and mountain trails.

Cites concerns that current restrictions negatively impact public high school athletes while providing competitive advantages to private school athletes who lack similar restrictions.

Recommends requiring participating students, both parents, and anyone acting in loco parentis to sign a complete waiver of liability to address safety concerns for off-campus training.

Directs certified copies be transmitted to the Superintendent of Education, Board of Education Chairperson, Attorney General, and all county mayors.
