Requests the Hawaii Coastal Zone Management Program, Hawaii Emergency Management Agency, and City and County of Honolulu Department of Emergency Management to establish a long-term, risk-based strategy and implementation plan to mitigate coastal hazards in urban Honolulu.

Identifies that 80 percent of urban Honolulu's economy, almost half the population, and significant infrastructure are at risk of inundation from sea level rise and coastal hazards.

References a 2014 University of Hawaii Sea Grant College Program study assessing urban Honolulu's risk and vulnerability to sea level rise and other coastal hazards as a guide for developing the mitigation plan.

Notes global sea level rise projections of one meter or higher by the end of the century and the need to reduce adverse impacts through proper planning.

Directs certified copies of the resolution be transmitted to the Program Manager of the Hawaii Coastal Zone Management Program, Director of the Hawaii Emergency Management Agency, and Director of the City and County of Honolulu's Department of Emergency Management.
