Requests Hawaii Department of Education to convene a task force to assess Common Core State Standards and develop alternative state-based educational standards with local stakeholder input.

Task force must conduct comprehensive review of English Language Arts and Mathematics standards and propose modifications ensuring standards are age-appropriate, understandable, among the nation's highest, and establish college and career readiness for K-12.

Task force composition includes two parents selected by Senate President, two parents selected by House Speaker, three education professionals from Hawaii State Teachers Association, Board of Education Chairperson, Department of Education Superintendent, Charter School Administrative Office Executive Director, and Hawaii P-20 Executive Director.

Task force must involve and survey representative samples of parents, teachers, and public members to determine academic content standards reflecting Hawaii's priorities.

Department of Education must report findings, recommendations, and any legislative proposals to the Legislature no later than twenty days before the 2016 Regular Session convenes.
