Requests the Hawaii Sister-State Committee to evaluate and develop recommendations for establishing a sister-state relationship between Hawaii and the State of Dakhla of the Kingdom of Morocco.

Notes that Hawaii and Dakhla share similar environments ideal for tourism, including conditions for surfing, fishing, diving, and water sports.

Cites existing relationship between Hawaii and Morocco dating to the Millennium Young People's Congress in 1999, with an existing sister-state relationship established with the Region of Rabat-Sale-Zemmour-Zaer in 2012.

Requires the Hawaii Sister-State Committee to report findings and recommendations, including proposed legislation, to the Legislature no later than twenty days before the 2016 Regular Session.

Directs transmission of certified copies to the U.S. Secretary of State, Morocco's Embassy and Consulate, Dakhla's Governor, Hawaii's Governor, and the Hawaii Sister-State Committee Chairperson.
