Requests the Hawaii Department of Transportation to establish a committee to coordinate road maintenance scheduling among state and city entities to minimize public inconvenience.

Committee to be chaired by a DOT employee and include 1-2 representatives each from the Legislature, DOT's Highways Planning Section, City and County of Honolulu's Department of Design and Construction, and Department of Facility Maintenance.

Recommends DOT prioritize appointing civil service employees to the committee for long-term stability and continuity.

Requests committee meet 2-3 times per year minimum to discuss upcoming road projects, coordinate scheduling, and ensure public awareness of work schedules and locations.

Requires the committee to submit a report to the Legislature detailing its activities and legislative recommendations no later than twenty days before the 2016 Regular Session convenes.
